Francine Felske – Senior Manager - Transactional Support

Francine Felske is a dedicated legal professional with 26 years of experience in construction, health care, public finance, and commercial real estate. She specializes in commercial and public finance and is committed to delivering innovative legal and business results.

Francine works in the PACE corporate office as Senior Manager-Transactional Support, encouraging cost-effective clean energy while keeping an eye on the bottom line.

Francine’s legal career began in public finance and commercial project finance. She helped issue over $3 billion in municipal bonds from 1995-2008, when the markets crashed and even public finance took a dive. She then served as lead legal counsel at GE Healthcare, where she constructed automated compliance processes to address anti-kickback and anti-bribery concerns.

More recently Francine has been a real estate transactions manager at commercial developer Tarantino & Company, refinancing approximately $50 million with HUD. She has done extensive legal and financial consulting in the mortgage and health care industries, and her ability to “speak lawyer” is a major asset to PACE clients and prospects.

Francine holds a Juris Doctor (JD) degree from Case Western Reserve University School of Law in Cleveland, Ohio, where she was managing editor of Health Matrix: Journal of Law-Medicine and a member of the Niagara International Moot Court. She was awarded the Dean Dunmore Oral Advocate award. Francine has been a member of the Association of Corporate Counsel since 2013.

Alongside her legal pursuits, Francine has volunteered as a cub scout den leader and is active with her rescue Labrador retriever. She actually met her now-husband when their dogs started playing together at a dog park, and their 2002 wedding was featured in a press release by the Wisconsin Humane Society, newspaper interviews and a live news broadcast at the rehearsal.
